Minutes Annual Parish Meeting 21st May 2018

Chair: Sandra Wardman-Campbell (SWC) – Chairman of the Parish Council
Present: 10 residents
 
1. Approval of the minutes of the last meeting (8th May 2017) – Approved with no changes
 
2. Annual report from the Parish Council Chairman - SWC thanked Ian and Denise for the free use of the pub as a meeting room for both this meeting and for the Parish Council meetings. She thanked MM for Clerking the meetings and thanked Councillors for all the effort they had put in, supporting the villages over the last 12 months.  She noted that the council is a very small Parish Council (PC) with limited budgets and manpower, so the scope of the PC is limited.  She stated that if any of the villagers wanted to form ‘action groups’ to support with issues like the verges or potholes, they would be supported by the PC.  The PC have organised several litter picks over the last 12 months, with the one in April collecting 9 sacks of rubbish – thanks were offered to all who helped.  It was noted that the bridge works had taken a toll on the appearance of the village, and thanks were extended to all residents who had helped with the verges and improving the appearance of the village.
 
3. Open forum for residents to put forward ideas for improvements for the village and discuss issues important to residents
a) A resident raised an issue regarding the poor visibility of the new bridge, and advised that there were no warning signs or reflectors on the bridge like the previous one had, making it difficult to see sometimes.  The resident agreed to approach LCC directly about the issue, but requested that the PC also contact LCC to raise it as an issue.
b) An issue was raised regarding the amount of water on Butt Lane and Shop Lane and the resident who raised the issue was concerned that there was a water leak. The resident agreed to report the issue to Anglian Water, and SWC advised that if the report was ignored, to contact a Councillor, who would also report the issue and chase it up on behalf of the resident.
c) A resident raised the issue of deep ruts and possible subsidence on Horncastle Lane.  It was noted that both of these issues on Horncastle Lane have already been reported to LCC.
d) One resident stated that she was in the very early stages of setting up a community group for Asterby and Goulceby, as there were no such groups at the moment.  The group would be a social group, and she would be polling views as to when and where, and what residents would like to take part in, e.g. knitting, art, sewing etc.
 
There were no further comments or issues raised.  SWC thanked residents for attending and declared the meeting closed at 9.00pm
