Public Space and Protection Order (PSPO)
We need your views on the proposed changes to our Public Space and Protection Order (PSPO). In November 2024 East Lindsey District Council’s Public Space Protection Order is due to expire. The Order is used to enforce Dog Fouling, Dog Exclusion Zones including seasonal beach ban areas and allows Authorised Officers to request that dogs are placed on leads. The PSPO must be reviewed every three years. We are now seeking to extend the Order to include further dog control restrictions:
- Proposal to change the current dog Beach restriction area to align with the Blue Flag Award area
- Also we are seeking to introduce a ban on non-permitted street traders in the following areas of Skegness:
- Grand Parade, Tower Gardens and Tower Esplanade area
- All Lumley Road
- All High Street

Anti Social Behaviour
Combating Anti-Social Behaviour (ASB) in our community
Anti-Social Behaviour includes actions likely to cause harassment, alarm, or distress. For those sleeping rough, this could manifest as aggressive begging, intimidation, drug-related activities, street drinking, and rowdy behaviour.
Fact check: Only a small proportion of those sleeping rough engage in ASB, and not all involved are homeless.
Our approach: The Council and the Police are dedicated to tackling ASB together with our partner agencies. Our strategies include:
• Verbal and written warnings
• Community Protection Notices
• Civil injunctions
We also provide advice and support to address the complex issues behind such behaviours.

Severe Weather Emergency Protocol (SWEP)
When the temperature drops to zero or below for three consecutive nights, SWEP is activated. During this time, all people verified as rough sleeping are entitled to temporary accommodation, even those usually not entitled due to immigration status.
What's provided?
• Dormitory-style accommodation
• Hot food and drinks
• Advise people where they can access during the daytime.
While the Council cannot fund this year-round, we do our best to provide warmth and safety when lives are at risk.

Mablethorpe Carnival Parade – 21st September
Mablethorpe Carnival parade will be held on 21st September and we are looking for some volunteers to help out on the day! The volunteers will be given briefing on the day and issued a tabard and emergency contact details.
Although it is not necessary it would be useful if a couple of volunteers have CSAS training in traffic control, but this is not a requirement. The Carnival Parade is from 2pm to 5pm, but if volunteers wish to come earlier they can be made use of as there will be setup and route checking from 9am in the morning. The next Lincolnshire Virtual Pain Cafe is due to take place on 18th September from 12.30pm. Session 8 - focuses on Managing Moods. It’s normal to struggle with moods when you have persistent pain. Emotions or moods linked to pain can take over day-to-day life. Many people with pain say that finding positive ways to manage their mood changes makes a valuable difference to their pain and their lives. So how do they do it? We are proud to have our own Research Team that is dedicated to improving the lives of those living with dementia and other memory loss conditions.
