21. Chairman’s remarks – all welcomed.

22. Apologies for absence and reasons given – none received.

23. Declaration of interests and requests for dispensations - To receive declarations of interest in accordance with the Localism Act 2011 and to consider granting dispensation(s), as per written requests received by the proper officer, to councillors under section 22 of the Act – none declared.

24. To confirm and sign the minutes of the meeting held on 5th May 2026 – RESOLVED to accept the previous Minutes from the previous meeting as a correct record and signed by the Chair.

25. To receive reports from the Clerk and Councillors on matters outstanding – noted.

26. To receive reports from District and County Councillors:

Updated provided by both on the Local Government Reform for Lincolnshire – N. Lincs / NE Lincs / Lincoln and Lincolnshire.  Proposals and plans to be put forward by District and County Councils by Jan 27.  Levelling up of Council Tax likely, i.e. ELDC is one of the lowest in the County.

District Councillor Simpson asking if any volunteers come forward to take manage Asterby Churchyard.

Community Grant still has funds remaining.  County Councillor McGonigle has funds within LCC of up to £3k, others up to £15k.

27. To receive an overview of the issues reported to highways by Councillors since the last meeting and agree any action – noted (info from Fix my Street).

28. Update on Viking Way 50th anniversary bench – as we have been unable to find the owner responsible for Church Lane leading to the old churchyard in Goulceby, we are now looking at replacing the unusable deteriorated bench just inside the old churchyard.

29. Update on Project Groundwater device at Goulceby Bridge – delayed and awaiting permissions from Drainage Board.

30. Discuss quotations received for Bus Shelter repainting – quotes discussed:

  • £450 – not visited bus shelter, quote provided on photos, materials to be used unsuitable;
  • £700 – acceptable quotation covering labour / materials;
  • £1,600 – increased from £1,250 and agreed too expensive.

RESOLVED to accept the 2nd quotation for £700, Clerk to send across bus shelter specification for work required including materials suggested to Chair.  

RESOLVED to proceed and accept cost up to £800 (Grant to cover full cost up to £1,250 via LCC).  Chair to purchase ‘NO SMOKING’ sign.

31. Discuss potential memorial for WWII / update on information for website – RESOLVED for Clerk to contact Highways and request options of where to place a ‘Tommy’.

32. Update on Accessibility Statement – requirement for audit – feedback from checks/ELDC – done as much as we can to ensure accessibility on website.  Annual review required as part of the Audit.

33. Discussion on poppy wreath for church – previous wreath retained – RESOLVED councillors will agree date if no service held in Goulceby church.

34. Update on Clerk salary – commencing 1st April 2026 – still awaiting the National Joint Council (NJC) decision on pay.  RESOLVED differed until next meeting.

35. Pre-order consultation – diversion of parts of Public Footpaths 14 and 15 at Manor Farm, Goulceby (near crossroads at Asterby Lane and Top Lane) – response required by 28.8.26 – RESOLVED no objections and support proposal to be sent to LCC.

36. To consider planning applications/correspondence received:

  2. To receive an updated budget vs forecast for 26/27 (Appendix 2) – RESOLVED to accept
  3. Receive quotations for bus shelter and agree action (see Agenda item 30)
  4. Public notice for Audit 25-26 ended on 14th July – noted with no further action and confirmation on exempt status received from PKF Littlejohn (see correspondence)
  5. The Parish of Asterby Group invoice is not due yet, we have 1 more entre; invoice expected Jan 27 – noted
  6. To consider and approve payments/income due including: G. Johnson £89 (£65 10.5.26 and £24 14.5.26 – VAT £10.83 + £4.00) agreed to pay on 18.6.26 as less than £200; 3 x Lloyds Service charge invoices received 19.5.26 £4.25 / 19.6.26 £4.25 / 19.7.26 £4.25 / 18.8.26 £4.25); Salary SO 1.10.26 £497.58
